The Department of State of Puerto Rico is resposible for all the foreign relations. Its functions include business registration, processing US passport applications, and trademark licensing. In the 18th centurty, it was called the San Carlos Artillery Barracks prison. It was transformed into the Royal Administration building for the Spanish crown in 1850. It became what is now the Department of State in 1984. The Department of State is located next to the Plaza de Armas.
