The park was built in 1934 and named after former governor Luis Muñoz Rivera. There is a statue in the middle of the park which commemorates his memory. The main purpose of the park was to give the people of San Juan a place to gather and host a variety of cultural and family activities. Currently year round activities are held at the park which is open to the public on a daily basis. On the other hand they also host weddings and private events in reserved areas.
